First, Rahm is President Obama's top flunky. When he speaks in that role, it is assumed that he is speaking for the President. Secondly it as President Obama who mentioned Limbaugh by name :

We have had the pre-campaign circus, the campaign circus, the election circus, and we are now at the First 100 Days Circus. Ultimately, how many rings it has - and its corresponding entertainment value - will depend on the number of additional FUBARs by the White House; i. e., how many schwanzes are dropped in the dirt by the president and/or his staffers and the number of cleats and how hard they are stepped on.

But the delightful tensor is that the popcorn is always hot and fresh and in good supply.

How're you fixed for butter and salt?

as a radio host, as a celebrity or as a paid backer of one side of the republicratic party. its a pretty far stretch of the imagination to call him a private citizen.

Emma, I'd agree with the notion of him being a private citizen in that he does not hold an elected or appointed office in any level of government - that is, he is not a public official.

However, I agree with you he is most certainly a public figure and a very prominent one at that. In the journalistic sense, or the legal sense* a public figure has less protection from the libel/slander laws than a non-public figure.

* Note - opinion of a chemist and armchair lawyer.
