According to CIA analysts in early 2002, the CIA was responsible for evaluating whether Al Qaeda had conspired with Iraq to stage 9/11. In doing this analysis, what the CIA learned was that Abu Musab al-Zarqawi, was part NOT a part of Al Qaeda at the time.

Because of the U.S. invasion of Iraq in March of 2003, Zarqawi spent years fomenting sectarian warfare (mass killing, beheadings) in Iraq, laying the groundwork for a strategy that would allow his followers to seize territory in Iraq and Syria and proclaim a self-declared caliphate in 2014.

They can proclaim all the self declared caliphates they want. But it will never make them anything more than vicious tribal warriors of the sort that the Prophet Mohammed managed bring under control and unite under the Islamic religion he founded.

Zarqahi is long since dead and without a caliph there is no caliphate.

Abu Musab al-Zarqawi went from being a street thug, to wanting to blow up Israili checkpoints in Jordan to support the Palestinian movement. He was arrested and sent to prison. While in prison, he finds Allah and so he goes from a common petty thug to a global jihadist leader.

He killed a lot more people. He built an army. His goal was a caliphate.

A caliphate is the control of territory where everyone shares the same ideology. al-Zarqawi controlled some territory around Fallujah and Anbar province, but he certainly hadn’t achieved what ISIS became in 2014 at that point.

al-Zarqawi is killed in 2006 and Abu Bakr al-Baghdadi picks up where al-Zarqawi leaves off. al-Baghadidi is a Ph.D. a Quran expert, language expert and much more charismatic than al-Zarqawi and al-Baghdadi too has a desire to see a caliphate which he builds culminating in the early 2014 take over of one-third of western Iraq and the fall of Iraq's second largest city of 2 million people in one day by ISIS.

al-Baghdadi took Zarqawi’s playbook to a whole new level. In addition to the caliphate, al-Baghdadi focused on fomenting a civil war - killing other Muslims was not a problem for him. Senior members of Al Qaeda disavowed any connection with his Islamic State, their evolution from being Al Qaeda in Iraq. al-Baghdadi essentially took Zarqawi’s playbook and strategy and added 10 times more dynamite (brutality, murder, violence, absolute disregard for any human life) to it. A whole different level.

al-Baghdadi took control and advantage of the power vacuum that existed not only inside of Iraq, but also inside of Syria. Baghdadi is building a country and an infrastructure. But he’s doing it through brutality. He’s requiring that the citizens of his country participate. The support that he is giving, he’s asking them for their allegiance, and if they fall out of order, he kills them.
