The dam itself was never going to breach - correct? Just the spillways had issues. Isn't everything ok now?

Actually that is ultimately just what they are worried about. If the main spillway is too damaged and the lake level rises, the water will go over the emergency spillway. That has a 30 foot high concrete wall on earth. If the concrete wall broke, a 30 foot tall wall of water would inundate everything below. It probably would not hurt Sacramento because they have the huge Yolo Bypass between Sacramento and Davis. But there are LOTS of houses North of there that would wash away.

But the force of the water going through the broken emergency spillway could erode the earth below that and let more of the lake out. That's the biggest reservoir in California!
