I agree with the Return of the King assessment. But now I've come to believe that Jackson (or whoever owns that franchise now) did this deliberately and is waiting for Tolkien's heirs to either die or acquiesce to a new movie fleshing out the novel's epilogue into a feature length film incorporating some of the background information found in Tolkien's copious ephemera.
