That all could be true, but dummies actually sometimes line up their genes right (by accident) and produce a smart kid. And smart kids can be reached before they start the stupification process with drugs and alcohol, sometimes.

Actually, the intelligent have a slight inherent advantage because under a certain IQ range, people forget to vote, can't find their way to the polls, or are not allowed to leave the facility.

The one thing missing from Idiocracy was the secret intelligensia running everything behind the scenes. I remember one SciFi book where time travelers find a word filled with simpletons but the bathroom attendants were actually highly intelligent and running everything, keeping the fluffies safe much like we watch out for infants.

It's not true for all, just those who can't meet the new, arbitrary standards. Try finding your birth certificate if you're a refugee, or were born a sharecropper.

All you have to do is get on a bus and go to the state capital, walk to the Vital Records Department, wait for hours until your number is called, and then proves you are who you claim. Acceptable ID is a birth certificate...

Otherwise, you can bring five citizens with ID who can swear you are who you say.
