One of the reasons I came to, and remain at, Readerrant, is because discussions are supposed to have substance. Unfortunately, the real world is becoming more fantasy-oriented, starting in the White House. To counter that, I intend to focus on reality-based topics. This is one: Immigration.

America is a nation founded on, and renewed by, immigration. As a country where immigrants succeed at a prodigious rate, it remains a magnet the world over for strivers. More people want to come to America on the spur of hope that can realistically be accommodated no matter how generous we wish to be. The backlog of applicants is stretching from 20 to 30 years. From that reality was born the diversity lottery program.

Fifty thousand visas are administered each year through an Internet site and the application period is open until late November.

It's a system for people from countries that have sent relatively few immigrants to the United States in the past five years.
How the Diversity Lottery Works - npr.

When you have a backlog as long as we have, any system is going to reward some applicants, and screen out others. Some have complained that it allows people to "skip the line" - and it does, in some respects. There are a variety of methods of sorting applicants - family migration, sponsored migration, random selection, asylum and refugee status - all have merit, and none are adequate. The backlog gets longer, and here are "winners and losers". That's reality.

But in that reality, the diversity lottery - in which applicants have no connections, no specific qualifications, or other specific criteria, except a burning desire to come to America, must, in my opinion, remain at significant part of the process. It is, perhaps, the most "American" system we have. No preferences, just desire.

Here, as elsewhere, people are outraged at what feels like a rigged game -- an economy that won't respond, a democracy that won't listen, and a financial sector that holds all the cards. - Robert Reich

There is actually quite a lot of selection to get into the random drawing pool for each country. Applicants have to have a skill we would value, enough money to support the move, good character, no criminal record, etc. Pretty much all the criteria we vet every immigrant with. These are not bums or rapists.

In fact, immigrants are more law-abiding than American citizens and they start more small businesses, too. That's very likely because they were upper or middle-class in their own countries. We get a lot of software engineers this way. There is also an exam that foreign physicians can take to be licensed in the US. Same for veterinarians.
