Even if the Act has no teeth, violating the Act may lead Rand to a world of hurt should harm befall the whistle blower as a result, and he sues Rand. A criminal act that harms someone is great fodder for civil lawsuits.

Nothing ever happened to Bill O'Reilly when he got Dr. George Tiller murdered. Hmm

O'Reilly did not break the law. I think breaking the law, and then somebody gets harmed as a result, makes the case much stronger.
