Slate has a pretty good article that explains some state has a double jeopardy law that prevents the state from trying somebody for a crime for which he has been found innocent or guilty. But it says nothing about somebody who had a mistrial! So that one juror actually increased Manafort's chances of being charged in that state. And most of the possible state's allow the use of previous convictions in their trials to show a pattern of criminal behavior.
