High crimes and misdemeanoers is an inexact phrase of uncertain meaning. It includes crimes however. The thing is, only impeachment and conviction can result in the removal of an elected offical.

A criminal conviction does not do that. Remember Spiro Agnew? He resigned after the criminal conviction.
